Captain R. Keith Oswald, USN
Captain Oswald serves as the Program Manager for COLUMBIA Class Submarines (PMS397). He is responsible for the research, design, and construction of the next-generation Sea-Based Strategic Deterrence submarine, which will replace the current OHIO-Class fleet of ballistic missile submarines, as well as shore-side infrastructure and life cycle sustainment planning.
Born in Groton, Connecticut, and raised in New Hampshire, Captain Oswald received his commission from the University of Virginia Naval Reserve Officer Training Corps. He served onboard the submarine USS MEMPHIS (SSN 691) for three years and completed a six-month deployment to the Arabian Gulf. Captain Oswald laterally transferred to the Engineering Duty Officer community and was assigned to SUPSHIP Groton where he served as the Ship Coordinator for PCU NEW HAMPSHIRE (SSN 778) new construction and USS NORTH CAROLINA (SSN 777) Post Shakedown and Modernization Availability.
Captain Oswald served in the OHIO Replacement program office from 2010 to 2014 where he was responsible for the design of the forward and missile compartments, non-nuclear machinery in the engine room, hydrodynamic performance, shafting system development, and propulsor design. Captain Oswald then reported to the VIRGINIA Class program office where he initially helped develop plans to more affordably acquire COLUMBIA and VIRGINIA Class submarines simultaneously, helped deliver USS JOHN WARNER (SSN 785), and led VIRGINIA Payload Module design efforts.
Captain Oswald transferred to US Special Operations Command in 2016 as the Program Manager for Undersea Systems. He awarded the design and construction contract for the first Dry Combat Submersible and oversaw manufacturing.
From 2018 to 2023 Captain Oswald served as the VIRGINIA Class Program Manager’s Representative at SUPSHIP Groton and then as the Construction Manager for the VIRGINIA Class Submarine Program (PMS 450). In total he delivered four VIRGINIA Class submarines from new construction and two from Post Shakedown Availabilities.
Captain Oswald served as the Program Manager for Submarine Acoustic Systems (PMS 401) from 2023 to 2025. He was responsible for development, acquisition, delivery, and life cycle support of submarine towed and hull-mounted acoustic sensors, Acoustic Rapid COTS Insertion (ARCI) processing and support systems, and Task Force Turing, which included Project Harbinger artificial intelligence / machine learning (AI/ML) efforts.
Captain Oswald is authorized to wear the Legion of Merit Medal, Defense Meritorious Service Medal, Meritorious Service Medal with three gold stars, Navy Commendation Medal with two gold stars, and various other unit and personal awards.
Captain Oswald is actively involved in the Catholic Church and his personal interests include endurance sports and Trail Life USA. He is married to the former Vanessa Ann Rodriguez of Houston, Texas and they have five children.
