Lisa Phillips has 38 years of experience in Submarine Combat Systems Acquisition and Program Management. She currently serves with PMS 397, the Columbia (SSBN 826) Class Submarine Program Office, as a Combat Systems Engineer overseeing the design, development, and acquisition of towed communication buoys, submarine emergency transmitting buoys, and radar surface navigation and contact-management systems. Throughout her career, Lisa has worked as a civil servant, contractor, and consultant with the Naval Sea Systems Command (NAVSEA) and the Space and Naval Warfare Systems Command (SPAWAR, now NAVWAR). Previous assignments include the Common Submarine Radio Room (CSRR) and Electronic Warfare Support Measures (ESM) programs.
Lisa’s honors include the Meritorious Unit Commendation (MUC), the SPAWAR Lightning Bolt Award, and the Department of Defense Enterprise Architecture Achievement Award. She is an Honorary Plankowner of USS WASHINGTON (SSN 787) and served as a member of the USS WASHINGTON (SSN 787) Commissioning Committee.
A native of Houston, Texas, Lisa holds a B.S. in Electrical Engineering from Texas A&M University and an M.S. in Electrical Engineering from Virginia Tech. Her interests include photography, golf, and travel. Lisa is married to DePere, Wisconsin native and former submariner Keith Phillips (USNA ’83). They have three children—Robert, Savannah, and Ryan—and live in Fairfax, Virginia when not traveling.
